RE: Proposal for Civil Engineering Services & Program Management

Dear Mr. Davis:

EOM Operations is pleased to provide a proposal for Civil Engineering
Services & Program Management to Effingham County. We appreciate
the trust you have instilled in us by awarding, and then renewing, the
Public Works Operations Management contract to our Operations Divi-
sion. We will approach the Civil Engineering Services & Program Manage-
ment contract with the same level of enthusiasm and dedication.

We have assembled a team of seasoned professionals to ensure we
are able to meet and exceed your expectations. From SPLOST program
implementation to private development plan review; this team has the
experience necessary to manage the services, along with the ability to
present creative solutions to improve efficiency. An EOM trademark is
involving Operations Staff in design reviews and field inspections. This not
only lends itself to the highest quality construction projects, it also en-
sures a smooth transition between construction and system operation.

It is with great pleasure that we submit our proposal and qualifications for
the professional services requested. The total annual fee for the scope of
services outlines in this proposal is $294,500.00. We appreciate the op-
portunity to submit our qualifications, and are excited about the possibil-
ity of expanding our partnership with Effingham County. Should you have
