PROJECT APPROACH

The project can be separated into two major areas of focus; 1) provide services similar to that of a “County En-

gineer”, 2) provide SPLOST and Bond Program management.

A team approach will be utilized to provide these services. The team includes two Professional Engineers, and

also includes staff with a wide variety of experience, i.e. water & sewer system design, program & project man-
agement, and construction experience. Key team members will be involved throughout the project. To supple-
ment the key team members as the work load increases, appropriate staff will be added to ensure the project
     demand is met.

Mr. Coon and Mr. Chacon will manage the work load for the general engineering services. Mr. Chacon and Mr. Mc-
Fee will be responsible for most services in this area, i.e. plan review, in-house design, attending meetings, etc.

The preliminary approach to managing the Splost & Bond program is detailed below. Upon receiving authoriza-
                                                   Case Study
tion to proceed, the approach will be reviewed with County Staff and modified as needed.

Stage 1 Prioritize projects based upon input from County staff

       Stage 2 Verify project budgets

Stage 3 Develop project phases and duration

                                                                                     Case 4
       Stage 4 Develop Program schedule

       Stage 5 Analyze cash flow

Stage 6 Draft documents necessary to procure design professionals

Stage 7 Manage design phase to include input from user departments

       Stage 8 Procure contractors

       Stage 9 Construction

Weekly or bi-weekly meetings will be recommended initially as the project priorities, budgets and sched-
ules are developed. In addition, the County Administrator will receive quarterly reports updating the status

of each project within the approved program. The frequency of these meetings and reports can be adjust-
ed to meet the County’s needs.

We believe with our approach you will be provided with outstanding technical knowledge, radically distinc-
tive and innovative solutions, and responsive service. 7
