MEET YOUR KEY
PROJECT TEAM
Together, our core team of professionals have a comprehensive depth of experience related to Civil Engineering Services and Program Management. You
will find that the EOM team will provide you with creative solutions paired with a high level of experience and capability.
The two major areas of focus, Civil Engineering Services and Capital Program Management, are well within our capabilities. And, we have ample personnel
to staff both phases of the project simultaneously. We have the ability to anticipate project challenges and leverage lessons learned on past projects to
develop cost effective and schedule sensitive solutions. Additionally, team members possess the requisite licenses and certifications, methodologies and
guidelines to produce results which are consistent and in compliance with applicable requirements.
More specifically, the experience of the key professionals assigned to this project is described below. In addition, the time allocated per the base fee is
included for each team member.
Michael Coon
Role: Project Lead
30% Time Allocation to Project
Having been a key team member on two large E-Splost programs and recently being the team lead for the development
of a third $380 million program, Michael brings unique large scale SPLOST program development and management
experience to this project. In addition, Michael’s 25 years of experience in utility construction and public works will add
vision from lessons learned to drive Effingham County’s Splost program to success. He will provide general leadership
and team coordination to thoroughly develop all projects, and provide adequate staff to ensure budgets and schedule is
maintained. In addition, the daily engineering needs of the County will be assessed and managed.
Liberto Chacon, PE
Role: Deputy Project Manager
50% Time Allocation to Project
Liberto is a highly regarded Civil Engineer having served as the Assistant City Engineer with the City of Savannah for 9
years and the Assistant County Engineer with Augusta-Richmond County for 9 years. Liberto possesses 30 years of quality
experience in land development projects, site assessments, project design, project management, site plan review, technical
reviewing, surveying, quality control and regulatory agent in both the private and public sector. In the private sector, he
was involved in design and implementation of projects such as subdivisions, multi-family projects, commercial sites, utility
lines and parks. In the public sector, he was involved in the design of CIP projects which included site infrastructures such
as utilities, streets, and parks. Liberto was also involved in the management many facets of development of projects
from planning, site feasibility, preliminary design, preparation of construction documents, construction, inspection, and
final acceptance. These public CIP projects were funded by general funds and/or SPLOST. He closely worked with clients
and public officials defining project scopes, schedules, and budgets. Liberto also acted as the owner representative with
consultants, contractors, and regulatory agencies. As the owner representative, he has reviewed consultant design work,
has helped resolved design issues, and has coordinated design changes with consultants and contractors.
Kristen Achtziger
Role: Estimating & Cost Control
20% Time Allocation to Project
Kristen’s 15 years of construction experience coupled with a Bachelor’s Degree in Construction Management and a State
of Georgia General Contractor’s License bring extraordinary value to this team. Specializing in contracts, project scheduling,
assessing scopes of work, cost estimating and insurance requirements; Kristen’s skills and experience are critical for
keeping a large scale Splost program such as Effingham County’s on schedule and within budget. Attention to detail has
been the cornerstone of Kristen’s career and those skills are paramount as projects move forward.
