SCOPE OF SERVICES
Our understanding of the services to be provided is outlined below. This proposal includes providing
a highly qualified team of professionals with the experience and knowledge necessary to meet the
requirements of the requested scope of services.
• Civil Engineering consulting & planning services
• Provide complete plan review for the Civil Engineering disciple
• Small scale in-house civil project design services (construction costs< $250,000)
• Manage/coordinate ROW acquisition (surveying to be subcontracted)
• Manage/coordinate permitting (land disturbance, EPD, etc.)
• Manage CIP program to include SPLOST & Bond programs
Finalize project scope
Assist with establishing priority of projects
Assist with developing cash flow model for capital construction program
Assist with budgets for local projects
Manage Engineering firm procurement phase
Manage design phase
Manage permitting phase
Manage construction bidding phase
Manage construction bidding phase
Manage construction administration phase
Provide assistance with master planning
• Provide presentations for early phase discussion/development of new projects
• Attend all meetings, as needed, to represent the County in engineering related issues
• Provide assistance with planning for future capacity in water & sanitary sewer systems
• Review/revise County design standards
If the above scope does not perfectly align with your expectations, EOM will remain flexible and
able to modify this proposal to ensure your expectations are exceeded. EOM currently has the staff
available to begin providing these services immediately upon executing a change order to our exist-
ing contract.
