ADDITIONAL PROJECT MEMBERS




               Daniel McFee, PE

               Role: Sr. Civil Engineer
               50% Time Allocation to Project
               Daniel served as the City Engineer for the City of Brunswick for 12 years performing the exact scope of services required for Effingham County.
               Overall Dan has more than 25 years of civil engineering experience in both the private and public sector. As the City Engineer for Brunswick Ga.,
               his experience includes: land development projects, site assessments, project design, project management, site plan review, technical reviewing
               and quality control. During his role managing the Capital Project Program was one of his many responsibilities. In the private sector, he was the
               engineer and estimator for a site work, utilities and paving contractor. Dan has also been involved in the management of private development
               projects, from planning, site feasibility, preliminary design, preparation of construction documents, construction, inspection, and final acceptance.
               Dan was also the sole proprietor of a Consulting Engineering Company. This company focused on site design, transportation and utility projects.
               Dan’s many years of experience match both major focuses of the services requested by Effingham County. As on other projects, he will prove to
               be a valuable team member.
               Charles Heino, MPA
               Role: Water & Wastewater Systems Specialists/ Project Manager
               20% Time Allocation to Project

               Charles holds a Master’s degree in Public Administration and has 13 years of water and wastewater treatment, and municipal infrastructure
               management experience. He possesses a Class I State Water System Operator’s License and a Class I State Wastewater System Operator’s
               License. Along with those certifications, he is also a certified storm water inspector, possesses a state Soil and Erosion Blue Card, and holds a
               Competent Person Certification in Excavation, Trenching, and Shoring from the Georgia Utility Contractor’s Association. Charles specializes in
               environmental compliance, regulatory oversight management, and public utility management and operation. His experience in water and sewer
               system operations will be invaluable supporting the design team for water and sewer system expansions and improvements.

               Thomas Griffen

               Role: Sr. Project Manager
               35% Time Allocation to Project

               With 35 years’ experience in construction and public works, Thomas is an integral part of our team. He is licensed in the State of Georgia as both
               a water and wastewater operator. He also has a Georgia Utility Manager certification, Public Infrastructure Inspector (CPII) certification, level II
               Certified Plan Reviewer. Thomas owned and operated a utility construction business for 10 years. Thomas provides past experience that is rare to
               find. His knowledge of utility and road construction are a perfect match for upcoming Effingham County projects.

               Greg Rials

               Role: Project Manager
               20% Time Allocation to Project

               Greg has 30 years’ experience in construction and public works. He is licensed in the State of Georgia as both a water and waste water operator. He
               also has a Georgia Utility Foremen certification and a level 1A Georgia Soil and Water certificate. Greg owned and operated a construction business
               for 19 years. Greg’s extensive past experience will add strength to the team’s project management capabilities.


              Brannen Edwards
              Role: Inspections
              5% Time Allocation to Project

              Brannen has 15 years’ experience in construction and public works. He has a Georgia Utility Foremen certification and a level 1A Georgia Soil and
              Water certificate. Brannen’s construction experience includes site development and utility construction. He is also well versed in public works
              having led the Effingham Public Works Department for a number of years. Brannen’s unique combination of past experience and knowledge of the
              area will be invaluable when transitioning constructions projects to Public Works.
