Civil Rights Act of May 1870 prohibited groups of
people from banding together under "disguise” and
traveling upon the public highways, or onto the
premises of another" with the intention of violating
citizens’ constitutional rights.

similarities between the violence and terror that the KKK
inflicted in order to seize power and impose “Jim Crowe”
rule by Southern Democrats. Many of the same tactics

Civil Rights Act of February 1871 placed administration
of national elections under the control of the federal
government; it also empowered federal judges and
United States marshals to supervise local polling places.
