                                      Chapter 6 : Corruption in the “Carbon World”


               UNFCCC. There is a serious debate over who qualifies as a "climatologist" and is therefore
               blessed for IPCC approval.

               “Climatology” involves many disciplines including meteorology, atmospheric chemistry, physics,

               geology paleo‐oceanography, quaternary science, mathematics, statistics and modelling . It
               should also involve common sense and honesty and the encouragement of dissent so that

               theories can be put to the critical test. The problem is thatany believer claiming to be a
               “climatologist” is automatically accepted as one: everyone else is a fool or a charlatan and if he
               has a strong argument should sent to a “death camp”. Nice guys, these climatologists!

               8.2.2   Intergovernmental Panel on Climate Change
               8.2.2.1   What It Does

               According to its own website:

               The Intergovernmental Panel on Climate Change is the leading body for the assessment of climate change,
               established (in 1988) by the United Nations Environment Programme (UNEP) and the World Meteorological
               Organization (WMO) to provide the world with a clear scientific view on the current state of climate change and
               its potential environmental and socio‐economic consequences.
               Governments are involved in the IPCC work as they can participate in the review process and in the IPCC plenary
               sessions, where the main decisions about the IPCC work programme are taken and reports are accepted, adopted
               and approved. The IPCC Bureau and Chairperson are also elected in the plenary sessions

               The IPCC is a scientific body. It reviews and assesses the most recent scientific, technical and socio‐economic
               information produced worldwide relevant to the understanding of climate change. It does not conduct any
               research nor does it monitor climate related data or parameters. Thousands of scientists from all over the world
               contribute to the work of the IPCC on a voluntary basis.


               The first thing to note is that the IPCC is not a scientific body: at best it coordinates climate
               science but it is politically driven and a advocacy for climate change. It is headed by Rajandra
               Pachouri often referred to as a “leading climatologist”, but in fact an ex‐railway engineer with
               lots of potentially conflicting financial interests that have made him very rich.

               8.2.2.2   The Assessment Reports

               IPCC is best known for its Assessment Reports (AR)  on Climate Change, which are released every
               5 or 6 years: the last, AR 4 was published in 2007 and received the Nobel Peace Prize. The
               Assessment Reports have been accepted as definitive by politicians worldwide when deciding
               upon their responses to climate change.


               The reports are compiled by three main working groups:
