1 WHO IS THE APPLICANT & PERMISSION TO DELAY?
Mr Taylor refers to the applicant as Ashgrove Homes Limited (AHL) and in his capacity as a
professional town planner, opines that “the application scheme achieves all [of these]
objectives and has been modified in consultation with officers. I therefore commend it for
approval”. Mr Taylor’s prescience is jaw-dropping because the scheme he commends does
not yet exist. It will not materialise until 18 January 2019. I therefore plan to ask Mr Taylor

The evidence shows that no application for the WH:LIC site has been made and that
DM18/xxxx for the WH:EDF site “progressed” as follows

The records show that AHL made first applied on May 2018 (app dated 13 April 2018) and

that MSDC accepted it on or about xxxxxxxx. Mr Taylor had erroneously advised AHL that it
did not need to comply with the statutory requirement to refer the application to Ashurst
Wood Village Council (AWVC) on the grounds a compliant pre-application consultation had
taken place in October 2016.
Although it is true that a pre-application consultation had taken place in 2016, AHL was not
involved in it. GCP Developments Ltd, the owners of the site, had held pre-application
discussions with Mr Steven King of MSD planning and was;
• for a number of different schemes, which bear little relationship to the current
application: all of which were rejected;
