ELEVATED TRADE PARTNER SAFETY / QUALITY PREQUALIFICATION ANALYSIS

            An elevated approach to the prequalification of key trades (mirror risk/exposure data) must be performed
            to assure the best certainty of outcome. Enhanced prequalification criteria will be developed for both SQ.
            Any trade partners identified as “elevated risk” based on the process will require additional contractual
            mitigation steps. Utilization of ANY high-risk trades will require approval of Group DOC.


                  TRADE PARTNER SAFETY / QUALITY ON-SITE STAFFING REQUIREMENTS


            An on-site staffing criterion will be developed to identify trade partner SQ staffing requirements. This staffing criteria
            will reflect the need for full-time on-site staff and/or phased oversight as dictated by the scopes of work.
            Further, emphasis will be placed on the utilization of third-party inspectors (in some instances) versus the trade
            partner providing their own personnel. This is primarily related to critical quality elements of the project.

            The trade partner staffing criteria must be outlined in the trade respective contracts.


                  TRADE PARTNER PROJECT SPECIFIC QUALITY PLANS

            Our best opportunity to ensure quality services from our trade partners is the utilization of their project-
            specific quality plans. Though this is currently a requirement, it is not consistently provided, reviewed
            or enforced. We propose enforcement of the current processes via contractual obligations.

            Like the contractual submission of material shop drawings, the Trade Partner QC Plan should also be part of this
            package. QC would be routed on all QC plans for review & comment. Without formal submission of this important
            document and subsequent review, no preconstruction conferences and/or production activities will be permitted.
            Once provided, the required submittal of the execution of the work can be audited against compliance with the
            Trade Partner QC plan and the construction documents. Areas of non-compliance or deviation would result in
            discontinuation of the work activity until all parties identify the appropriate means to move forward.
