                            Mr.  D e r b y:  That  may  he  theoretically  so.  I  know  that  re­

                       sale  prices  will  he  obtained.   1 believe  a  resolution  covering  that
                       would  have  the  effect.  I  speak  in  the  capacity  of a  manufacturer.
                            M r.  M c Intosh  :   As  a  manufacturer,  the  fixed  prices  have
                       not  been  on  condition  that  that  price  would  not  he  under-sold.
                            M r.  D erby :  1  know  certain  articles  where  it  has  been  done.
                       W  ith  all  contracts  signed  to  that  effect  they  do  it.
                            M r.  M cI ntosh  :  ()f  all  the  items  raised  on  the  rebate  plan
                       by  the  National  I hardware  Association  1  venture  to  sav  that  it  has
                       never  been  violated.   If  it  had  the  dealer  would  have  lost  con­
                       siderable  money,  and  not  only  on  that  sale  but  in  all  that  period.
                            M r.   P r i o n   :   I  know  in  New  York  we  are  considerably
                       troubled  with  inside  buyers.  There  is  nothing  to  be  gained  by  it
                       because  he  may  be  selling  in  some  other  place  where  we  are
                       selling  or  where  some  of  our  members  are  selling.  Mr.  Derby’s
                       suggestion  is  well  put,  and  something  ought  to  be  done  to  assure
                       the  manufacturers  that  we  want  to  co-operate  with  them  in  not
                       selling  the  syndicate  buyers.
                            M r.  D erby :  1  suggested  that  as  a  good  subject  to  take  up  for
                       argument.
                            M r.  O 'H a r a :  I  do  not  think  it  will  do  any  harm  to  make
                       the  suggestion,  and  I  submit  a  motion  that  it  is  the  sense  of  this
                       meeting  that  syndicate  buyers  be  barred  from  doing  business  as
                       a  syndicate  buyer  with  members  of  this  Association.
                            Seconded.
                            Mr.  B radley :  I  think  Mr.  O ’Hara's  motion,  to be  favorably
                       considered,  should  say  something  about  the  price.  I  cannot  see
                       any  objection  to  selling  syndicate  buyers  if  at  a  profit.  In  New
                       York  we  try  to  pick  up  something,  and  it  does  not  amount  to
                       much,  but  I  think  the  sense  of  Mr.  Derby’s  motion  would  be  more
                       clearly  conveyed  if  something  of  this  sort  was  added.

                            M r.  M c In to s h   :  I  think  this  a  matter  that  ought  to  be  con­
                       sidered  carefully,  and  we  should  see  that  this  motion  is  worded
                       properly.  I  move  that  it  be  referred  to  a  committee  consisting  of
                       Mr.  O ’Hara,  Mr.  Brion  and  Mr.  Derby.
