               I am going to be frank with everyone in this room. North Korea is basically China’s “dog on a leash.” And
               the only way we will get North Korea to give up its nuclear weapons is for China to partner with the
               United States and all the other freedom-loving countries. Together with the Russians, I don’t include
               them in the list of freedom-loving countries. Speci cally, it’s putting pressure on the world and China.
               North Korea only survives because of Chinese patronage. The North Korean regime survives because
               China believes North Korea is a useful tool for disrupting and destabilizing the entire Paci c Rim.
