If we go back to the middle of 2018, the United States blocked nearly 50% of the international cash ow into the
North Korean regime. However, afterwards they decided not to impose sanctions on more than 30 Chinese and
Russian shell companies. That is due to Kim Jong-un constantly changing those shell companies. If we don’t impose
sanctions on new shell companies, we’ll create a means of evasion for the North Korean regime.

According to Reuters, a draft of a report done by a UN Panel of Experts will be published and submitted to the Security
Council. According to the report, there is approximately $370 million in illegal trade between North Korea and China.
Most of them are transactions between ships, which is speci cally prohibited by Security Council resolutions. So, it seems
to me that someone is funding the sale of these materials and it’s possible that the Bank of China is handling the money.
