I. EXECUTIVE SUMMARY
This Division Education Development Plan (DEDP) is a blueprint of set objectives, targets,
and strategies towards the fulfillment of the mandate of the City Schools Division of Batac
leading to the attainment of the organizational outcomes, and to the realization of the DepEd
vision and mission. It is the embodiment of the collective vision of the division and its
stakeholders providing the direction towards which interaction will be focused for the next
six years.
The formulation of the DEDP is a collaborative effort of the DEDP Planning Committee
(DPC) spearheaded by the Schools Division Superintendent and the Assistant Schools Division
Superintendent. The members of the DPC from the division office, school heads, and
identified stakeholders have significantly contributed to the completion of the DEDP. This 6-
year plan is a product of consultative meetings and collaboration between the different units,
offices, and schools in the SDO.
The pre-work of the crafting of the DEDP was led by the team composed of the ASDS, CES,
PO III and SEPS Planning and Research, who attended the Training Workshop conducted by
the DepEd Regional Office on the preparation of the DEDP in May 2022. Preparatory activities
such as gathering and organizing performance indicators and other relevant data into a
dashboard and reflecting on best practices/issues/challenges in the implementation of the
programs, projects, and activities as per School Improvement Plans.
Situational analysis was done in a planning workshop with the aid of segmented data, data
capture forms, review of past and current efforts, and SWOT analyses. Review of former DEDP
targets and setting of targets aligned with national and regional basic education plans were
also done by the DPC. Then, strategy development was done by the SDO by all the units and
offices for six-year DEDP cycle.
Some of the priority areas identified by the DPC to address are the following:
1. On access to quality basic education. The SDO must improve the elementary and
secondary net enrollment rate and gross enrollment rate. Moreover, the congestion
of learners in the largest secondary school of the SDO that caters 3 big rural barangays,
poblacion barangays, and some areas outside the City of Batac, hence a continuing
goal of the SDO to establish one secondary school in the southern part of the City of
Batac to provide greater access to education and improve the participation of learners
to quality education. Further, the SDO also needs to review the program offerings in
the senior high schools to likewise improve participation to education.
2. On equity for children, youth, and adults in situations of disadvantage. The onset of
the COVID-19 pandemic which brought a major change in learning delivery has
widened the gap in learners’ performance due to limitations of schools in facilitating
home-based learning. The SDO must sustain its partnership to the local government
units and other stakeholders and conduct division-research initiatives to provide
mechanisms to address learning needs amidst school lockdowns.
