One of the major accomplishments of SDCB in the last three years of DEDP
implementation is the establishment of a new secondary school situated at Brgy. Rayuray,
City of Batac. The establishment of a school was a bold move of SDCB to improve access
to basic education for the secondary school learners in the following catchment
barangays: Rayuray, Nagbacalan, Baoa East, Baoa West and Camandingan. The first year
of operation of City of Batac National High School Rayuray began in SY 2017-2018.
Through the endeavors of the City Government of Batac Local School Board, SDCB,
Barangay Council of Rayuray, and its General Parents-Teachers Association, its operations
were fully supported since Year 1 to present where the first set of junior high school
completers expected.
In addition to providing access to learners in the said areas, the establishment of a
new secondary school was done to decongest City of Batac National High School
Poblacion, the secondary (junior high) school with the largest student population.
However, it can be noted that the establishment of a new school was not able to
decongest the said school for the last three years. Having limited school resources
(classroom, teachers, learning materials, among others) the SDCB has recommended for
the implementation of a double-shift schedule in the school to accommodate all its
learners.
The SDCB also improved access of learners to senior high school by providing technical
assistance to facilitate the application and approval of additional
track/strand/specialization offerings among secondary schools offering SHS programs.
The addition of track/strand/specialization options of the schools has drawn in more
learners within the City of Batac, which has shown improvement in enrolment and access
indicators.
The comparative data in Table 3 shows the performance of SDCB in improving access
to basic education in the last three years. The participation rate among secondary school
has indeed improved as shown in the data on NER and GER. With the set target NER of
99% for Year 1 to Year 3, the actual accomplishment shows that SDCB has improved NER
from 99. 64% in Year 1 to 101. 50% in Year 4 for Junior High School and from 68.43% in
