3.  On the provision of quality education and learning outcomes.  The low NAT results
                          during  the  last  three  years need  to be addressed  to  improve  the  gaps on  quality
                          education.  The SDO has made interventions to improve the education quality such as
                          the conduct of field visits and validation of actual teaching and learning situations,
                          assessment of learning outcomes, the development of information and media literacy
                          skills by teachers and learners, and the development of quality and contextualized
                          learning resources.
                       4.  On learners’ resiliency and well-being. It is anticipated that there is an effect to the
                          learners on the transition of the new normal of education due to the economic, social,
                          mental, and psychological impact of the pandemic to their families.  The SDO shall
                          focus  in  providing  support  to  the  mental,  physical,  and  socio-emotional  needs  of
                          learners; responding to disasters; and increasing awareness on children’s rights.

                       Prior to finalization of the DEDP, writing, validation, and review of several drafts went
                   through the DPC. A conference was done to ensure that all units and offices of the SDO are
                   made  aware  of  the  strategies  and  targets  articulated  in  the  plan.  From  this  point,  the
                   development  of  annual  operational  plans  and  work  &  financial  plans  were  made  by  the
                   unit/office heads.

                       This DEDP has also included a monitoring and evaluation mechanism in order to guide the
                   schools division in evaluating the results and progress of implementation of the DEDP. The
                   outcome indicators are likewise aligned with the minimum required performance indicators
                   being monitored by the DepEd regional and central office.

                       This DEDP shall be the basis of the schools division in crafting its Mid-Term Development
                   Plan, Work and Financial Plans, and other operational plans. It shall also be the plan that will
                   guide the schools in crafting their School Improvement Plans.


                   II.    RATIONALE/ BACKGROUND
                   Basic Education Situation
                          The DepEd City Schools Division of Batac (CSDB) now known as Schools Division of

                   the City of Batac (SDCB) was established in 2008 as the 14  division in Region 1. Following
                   the rationalization plan of the DepEd, the schools division is categorized as a small division
                   initially with 44 regular –permanent plantilla positions manning the schools division office.
                   With the addition of more support personnel for small SDOs, the current division office
                   workforce  has  57  plantilla positions.  As a  DepEd  field  office  providing  demand-driven
                   technical assistance to schools and learning centers, the number of schools and learning
                   institutions being served the schools division is shown in the following table:
