Out of 43 barangays in the City of Batac, there are a total of 25 barangays where
all the 31 public & private elementary schools are located. On the other hand, access of
learners to secondary schools is limited to within 4 barangays within the city. Thus, it is
understandable that some of the learners in the rural areas are not enrolled in secondary
schools.
Review of Past Performance
Access
The comparative data below shows the Key Performance targets versus the actual
accomplishment of SDCB. For the Kindergarten, a fluctuating trend on Net Intake Rate
(NIR) can be observed. For the last four school years, high NIR was achieved in Year 2 (SY
2018-2019) and Year 4 (SY 2020-2021) with 81.98% and 80.96%, respectively.
Improvement may be attributed to SDCB’s efforts to ensure that all kindergarten-aged
learners are enrolled in schools. Activities and advocacy programs such as Oplan Balik-
Eskwela, Brigada Eskwela, School-Community-based Mapping, Orientations on
Kindergarten Enrolment Policies, and Coordination with stakeholders have been
conducted regularly by the schools and monitored by the SDO. As of mid-year Division
Monitoring, Evaluation, and Adjustment (DMEA), an improvement on basic education
inputs data was noted in terms of classroom-pupil ratio for Kindergarten at 1:16, and
100% of all schools meeting the standard ratio for teachers.

Another program implemented on the improvement of access during the last
three years was the Training of Teachers on Inclusive Education which was provided to
identified teachers and school heads in the division. The following data on the actual
accomplishment for Gross Enrolment Ratio (GER) and Net Enrolment Ratio (NER) of the
elementary schools for the last three years have been nearly consistent with the targets
set in the previous DEDP except for the most recent school year, 2020-2021 which failed
to reach the GER and NER targets. For GER, the ideal ratio is 100%, which was achieved
for Year 1 (100.5%) and fluctuates onwards from Year 2 (97.87%), Year 3 (99.2%) and Year
4 (95.69%). Same trend is followed by NER as shown by the improved rating in Year 1
(95.86%), Year 2 (94.59%), Year 3 (95.22%) and Year 4 (93.31%). Within the four-year
period, GER and NER being indicators of participation rates, are lowest in the most recent
school year. It can be implied that approximately, 6.69% of school-aged elementary
learners are not enrolled in the elementary schools in the City of Batac. On the other
hand, the difference that can be noted between the actual NER and GER data has
improved from 4.64% (Year 1), 3.28% (Year 2), 3.53% (Year 3) and to 2.29% (Year 3) which
implies that more elementary school-aged learners and lesser over-aged learners are
participating in the schools. The factors affecting low participation rates in the recent
