Relatively, the latest Functional Literacy Assessment Tool (FLAT) results showed
that there are learners who performed below the expected performance in their grade
levels. As shown in the table below, the results in MTB-MLE showed how the Grades 1-3
learners executed a difficulty in reading as reflected in the functional literacy levels. For
Grade 1, most of the learners are under the letter level, second lowest level of the
assessed 10 levels. For Grade 2, although majority are under the story + comprehension
level, there is a big percentage of learners that fall under letter level. This means that
these learners can only identify five of the given letters. Similarly, in Grade 3, while there
are those who were able to reach up to story and story + comprehension levels, there is
a percentage of Grade 3 learners that still fall under below letter, letter, syllable, and word
levels. This means to say that in the division, there are really those learners needing
improvement in terms of their functional literacy.
