interventions for the remaining three years designed to address the low
achievement rates of learners.
Year 4, SY 2020-2021 being a period of trial & error, adjustments, and
discovery as to what works best to deliver basic education services, the SDO found
that field visits and monitoring of schools have helped facilitate the provision of
technical assistance. The restriction on mobility is another challenge in conducting
field visits and validation of the actual teaching learning situation. The assessment
of learning outcomes, such as the acquisition of reading, writing, mathematical
skills, among others is another challenge. The development of information and
media literacy skills by teachers and learners will still be a priority to complement
the offline or online distance modalities employed in the new normal. Lastly, the
development of quality and contextualized learning resources will also be of
priority by the schools division for the next three years.
The SDO also recognizes that various issues and concerns on curriculum
implementation will be encountered in the new normal. With new learning
modalities being introduced, limitations in teacher-learner interaction, the need
for quality-assured learning resources, among others, the SDO anticipates that the
effect of the COVID-19 pandemic on the attainment of quality targets will be felt
particularly on mastery of learning competencies by the learners. The SDO, in
collaboration with the City Government of Batac has introduced programs to
contextualize learning through the 4A’s (Agmula, Agtaraken, Agtagibalay,
Agliwliwa) and Herd Schooling Program. Research studies on these pilot programs
have been initiated by the division research team to guide the management in the
implementation of the Basic Education Learning Continuity Plan. Guided by the
Division Research Agenda 2021-2023, division research initiatives of the SDO will
be implemented to support evidence-based decision making and policy
implementation.
Strategy 3:
Align resource provision with key stage learning standards.
Outputs:
1) Learning resources for learning standard reflecting the socio-emotional and

21 century skills were provided.
2) Researches on curriculum standards, learning management, and learning
resources, and services were completed and disseminated.
Strategy 4:
Assess learning outcomes at each key stage transition and for learners in situations
of disadvantage.
Outputs:
1) Mechanisms for aggregation for classroom assessment for division-wide
learning assessments in place and operational.
2) Appropriate trainings implemented based on assessment results.
