Enabling Mechanism: Governance and Management
The presence of a highly competent manager and leader in an organization is
key to achieving efficiency on operations and governance. Based on the last 3
years data the schools division has met its efficiency targets, a positive indication
that the strategic interventions being implemented facilitate in the attainment of
learning outcomes as measured by cohort survival and completion rates. New
priorities in governance will include sustainability of the Quality Management
System of the schools division office aligned with the policy on DepEd One QMS.
In keeping with the QMS in-place and the continuous improvement directed to
automation of processes and systems in records keeping, human resource
management, and procurement will be of great help to achieve efficiency.
The division office will also focus on the timely and efficient utilization of
resources (physical, fiscal, and personnel) in response to the needs of the schools
for the face-to-face learning delivery. Professional development among school
heads and teachers shall be based on the priority needs, results of research and
according to published Philippine Professional Standards. To complement the
established QMS of SDCB, the management will work Prime-HRM accreditation
starting 2022.
Strategy 7:
Improve and modernize internal systems and processes for a responsive and
efficient delivery of basic education services.
Outputs:
1) Disaster risk reduction and response mechanisms were established
2) Accreditation to PRIME-HRM Maturity Level 2 or Level 3 was attained.
3) Division Office and School Quality Management System (QMS) aligned to
the National Quality Management System (NQMS)
4) Basic Education Research Agenda was implemented.
Strategy 8:
Ensured ideal learning environment and adequate learning resources for learners
Outputs:
1) Standards for a quality and inclusive learning environment for different
learner groups for the new normal post-COVID-19 was adopted and
implemented.
2) System for granting access to learning resources was developed and
implemented.
