GOVERNANCE governance and management processes.
D. STRATEGIES AND OUTPUTS
Pillar 1: Access to Quality Basic Education for All
Based on the review of the key performance indicators on access for the last
three years of implementation of the DEDP, the schools division has to improve
the Elementary and Secondary Net Enrolment Rate and Gross Enrolment Rates. As
to the other performance indicators in the Kindergarten, participation rates have
exceeded the target performance for the recent school year, 2020-2021 and
should be maintained or further improved. Given the challenges brought about by
the COVID-19 pandemic, the SDO will prioritize programs, projects, and activities
that will address the immediate impacts of the pandemic on learning and
participation.
In addition, the proposed establishment of a secondary school in Magnuang
will still be included as a strategy to improve access among secondary school
learners in Barangays Tabug, Magnuang, and Pimentel and the establishment of
Senior High School offering at the City of Batac National High School Rayuray.
Senior High School program offerings will likewise be reviewed for possible
modification to improve participation in the senior high school, particularly at
Crispina Marcos Valdez National High School, Batac National High School, and City
of Batac National High School Payao. Moreover, another strategy to improve
access to education is the conversion of Batac National High School into a
Technical Vocational School, where additional technical vocational courses will be
offered to provide diverse choice of specializations for learners. This will also
provide the school the opportunity to establish assessment centers for technical
vocational skills.
