Similar results were obtained in English and Filipino as shown in Tables 12 and
Table 13. For Grade 1 and Grade 2, majority of the learners are letter level leaders while
for Grades 3-6, majority are Local Material + Comprehension levels. However, there are
still those learners for these grade levels that fall under the lower levels, under below
letter, letter, syllable, and word levels. This means to say that in the division, there are
really those learners needing improvement in terms of their functional literacy.

Upon evaluation of the internal and external conditions, results show that the
division, through the Curriculum Implementation Division (CID) with the support of the
other divisions, has initiated activities and technical assistance provision initiatives to push
through with the goal of improving learning outcomes.
Specifically, teachers and school heads were capacitated to effectively manage
and implement curricular reforms, development of learning resources, and assessment of
learning outcomes through the conducted orientations, trainings, and workshops. Other
innovations like the 4As, Herd schooling, 911Klasrum and others were also initiated that
