Strategy 1:
                          Strengthen school capacity to ensure learners’ continuity to next stage

                          Outputs:
                           1)  New secondary schools established in areas with less access to secondary
                              education.
                           2)  SHS/SPA/SSES learning facilities provided are within standards.
                           3)  Teachers trained on identifying learning gaps and remediation strategies.
                           4)  Additional senior high school track and strand offering
                           5)  One school converted to a technical-vocational school to accommodate
                              more learners inclined with technical-vocational skills.
                           6)  Improved counselling services of schools to address learners’ concerns
                              implemented.

                          Pillar 2: Equity for Children, Youth, and Adults in Situations of
                          Disadvantage
                                 With  the  onset  of  the  COVID-19  pandemic,  learning  from  home  using
                          printed modules was adopted by the Schools Division of the City of Batac. This
                          major change in learning delivery has widened the gap in learners’ performance
                          due to limitations of schools in facilitating home-based learning. During the start
                          of SY 2021-2022, the Schools Division has partnered with the City Government of
                          Batac on the implementation of community-based face-to-face learning known as
                          Herd  Schooling/Summer  Class  within  the  43  barangays  in  the  City.  Through  a
                          division-research initiative, the schools division has recommended a mechanism
                          to address learning needs amidst school lockdowns. Likewise, the schools division
                          has  identified  that  primary  learners  (K  to  3)  including  learners  with  disability
                          (LWDs) are the priority groups to be addressed with focus on literacy skills such as
                          reading, writing, and arithmetic, as well as character education.

                          Strategy 2:
                          Promote partnerships to benefit education for learners in situations of
                          disadvantage.

                          Outputs:
                           1)  Summer classes conducted to address learning gaps.
                           2)  Communication and advocacy plan for inclusive education are implemented.
                           3)  Partnership with external providers of inclusive education was forged.
                           4)  Involvement of the community in the implementation of programs focused
                              on literacy, numeracy, and co-curricular programs.

                          Pillar 3: Quality of Education Provision and Learning Outcomes

                                 The performance of learners in the National Achievement Test for the last
                          three years was way below the target set in the DEDP. The onset of the COVID-19
                          pandemic has widened the gaps on education quality. Consistent with the national
                          thrust  to  focus  on  improving  quality  in  basic  education,  the  schools  division
