Year 1 to 74.95% in Year 4 for Senior High School. This implies that more secondary school-
                   aged learners are participating in school.

                       On the other hand, GER exceeded the SDCB targets as high as 11.8% for the last three
                   years, which implies that there was also an increase in participation by learners who are
                   not within the school-age group (over-aged). These learners could be the balik-aral and
                   transferees from other SDOs who have enrolled in our schools

                   Efficiency
                       The  schools  division’s  efficiency  indicators  provide  a  measure  on  the  result  of
                   achieving its major final output which is the provision of basic education service to its
                   learners. The schools division with its mandate of providing technical assistance to the
                   schools  utilizes  its  resources  to  implement  programs,  projects,  activities,  and
                   interventions that will impact learners cohort survival and completion of basic education
                   and  reduce  “inefficiencies”  by  decreasing  school-leaver  rates,  dropout  rates  and
                   repetition rates.

                          The division highly capitalizes on the presence of its supportive stakeholders in
                   providing  support  to  the  operations  of  its  schools  and  learning  centers.  As  such,  the
                   division  conducts  Annual  Stakeholders’  Forums  and/or  Appreciation  Day,  organize
                   Federated Associations among parents and learners, and conduct Coordination Meetings
                   with the Local School Board to sustain its network of partners and stakeholders.

                       Another milestone achieved by the schools and the division in the last three years is
                   the  establishment  of  a  quality  management system  (QMS)  aligned  to  ISO  9001:  2015
                   which was started in Year 2 (2018) and sustained in Year 3 (2019). All 33 public schools in
                   the  division  have  established  their  QMS  aligned  to  the  School-Based  Management
                   principles and indicators in the first quarter of 2020. The standardization of key processes
                   in the schools and at the division office has helped in addressing the issues and concerns
                   brought about by the COVID-19 pandemic. Skills on risk assessment, SWOT analysis, and
                   consultative decision-making has  been  put  into practice during  the  new normal.  As  a
                   result, six (6) schools in the division have been evaluated to have attained Level 3 Status,
                   26 Level 2 status and only 1 school with Level 1 (Colo-Mabaleng Elementary School) status
                   of SBM Implementation for the School Year 2020-2021.
