The Consultant Guide


               Under the agreement, new entrant Consultants will skip points 4 and 8 of their respective salary scale.
               The measures should be applied to applicable Consultants as they are due to reach point 4 and 8 on
                        st
               or after 1  March 2020.
               To clarify, if at the start of the year 2020 you were on point 3, you should be placed on point 5 upon
               reaching your increment date this year. Similarly, if you were on point 7, you will skip point 8 and be
               placed on point 9 on your increment date.



               If you had progressed beyond point four when the new arrangements came into effect, you may avail
               of a ‘double’ skip subsequently. Please contact the IMO for further details.

               We would advise member to check their payslips to ensure that this measure was applied correctly.,
               Please contact the IMO should you have any queries in this regard. The IMO was a party to the
               agreement that ended the freeze, and also sought to aid new entrants, and is ready to help.

               On-Call Allowances

               On-call is paid for by way of B Factors and C Factors. The liability to be on-call is covered by B-factor
               payments. C-Factors are rates paid per call-out made. The rates vary depending on the frequency and
               level of call.

               The current payment rates are available at Appendix 2.

               Applications for C-factor payments must be made through the HR or Medical Manpower Department
               of your employer no later than 3 months after the call relating to the claim. If you require assistance
               securing  C-factor payments owed from  your  current or previous employer, please  contact  the
               Member Advisory Unit of the IMO.

               Structured on-site Rates
               If you are working on a Saturday or Sunday in a structured fashion (not on-call), having delivered,
               thirty-nine hours in the period from Monday to Friday, then you are entitled to structured payment
               rates. These are as follows:

                   •  Saturday – time + ¼ (i.e. your hourly rate x 1¼)
                   •  Sunday/Public Holiday – double time.


               CME Allowance
               The continued medical education (CME) allowance is an annual allowance of €3,000 per Consultant.
               Pat-time Consultants are eligible for the full amount. Consultants who only work at certain times in
               year are eligible to receive the applicable amount on a pro-rata basis.

               Registration fees for relevant educational courses are covered under this allowance along  with
               medical books/journals required for further study provided they are not available in your hospital.
               Annual registrations in a  recognised professional competence scheme qualifies under the CME
               allowance.

               Funds cannot typically be ‘rolled-over’ unless  you  were unable to avail due to being  on leave
               (Maternity or sick leave; annual leave does not qualify) or other exceptional circumstances. However,
               in light of the pandemic the HSE-NTDP have confirmed that CME allowances for 2020 and 2021 can
               be ‘rolled-over’ into 2022. The amount should be used by the end of 2022. Your employer should be
               aware of this decision.
