B. University ResearchandDevelopment, ExtensionandTraining (URDET)Council
With the Academic Council (ACO)and Administrative Council (ADCO) of the University, the URDETCouncil serves as
the policy-determining body and clearing house of the University as far as Research and Development and Extension
services,areconcerned.

C. University President
The President is the Chief Executive Officer of the University system whose powers and duties are specified in P.D.
1434and1437asamendedbyRA8292.ThePresidentis supportedin thestructurebytheURDETCouncil.Theoverall
R&DProgramis headedbythe PresidentwhoexecutesUniversityR&Dpoliciesandguidelinesapprovedbythe BOR.

D. VicePresidentfor Research&Development, Extension&Training (RDET)
The second Executive Officer is the Vice President for RDET who is under the direct supervision of the University
President. The VP for RDET directly supervise the University Directors for Research & Development(R&D),Extension
& Training (E&T) and Knowledge and Technology Management (KTM) He is in charge with the overall management
and supervision of the three services—R&D, E&Tand KTM. Hemanagesthe RDETresources to ensure effective and
efficientexecutionofits three services inthe university.

ProgramResearchAgenda

Theestablishmentoftheresearchcenterfor publicadministrationandgovernanceis: (1)aresponseinachievingthecallofIsabelaState
Universitytowardsitsvisiontobecomethe“leadingresearchuniversityintheASEANregion”;and(2)aresponseinenhancingthecapacityofour
governmentinstitutionsandlocalgovernmentunits(LGUs)towardstheattainmentofsustainabledevelopmentgoals(SDGs).
RegionalPublicAdministrationandGovernanceResearchCenter(RPAGRC)objectivesarethefollowing:
1. Toresearchonlocalgovernmentpolicies,performancemanagement,governance,andinnovationsandtheimpactonthe citizens,
market,andgovernmentinstitutions;
2. Toencourageanddeveloparesearchordata-drivenpolicy-makingthroughtraininganddevelopmentandconsultancy;and
3. Toleadinternationalandlocalconferencesonlocalgovernment,academicdiscourse,andmeetingsofexpertstoaddress
prevailingissuesoflocalgovernance.

Withtheabovestatedaim,specificobjectivesandoperationalframework,thefollowingundertakingsistheresearchcenter’sfocus:
