Project Title: 22087: 2020 OPE Incentive Program View Executive Summary
Applicant /
Primary Partner: TSN Communications
Funding Requested: $300,000 Total Project Cost: $300,000
For 2020, PERC is proposing revising the Propane Mower Incentive Program to include
additional equipment and opportunities within the broader outdoor power equipment
marketplace (OPE). As such, a refocusing and renaming of the program is required. The
core elements of the incentive program will remain the same as the previous program —
application process, applicant requirements, etc. However, we will incorporate new

equipment opportunities from other OPE markets — light-duty construction, concrete
finishing, utility vehicles, golf/turf, etc. — to directly target propane equipment adoption
among end-users in strategic market-growth areas. The incentive program will continue
to utilize partners and opportunities throughout the equipment sales channel (i.e.,
equipment manufacturers, dealers/distributors, tradeshows, demonstrations, one-off
campaigns, marketers, etc.) to target and engage future and existing customers.

The material handling market is key for most of the propane industry at large. Whether a
propane marketer sells into this market or not, they should be concerned about the trends
and changes in the material handling marketplace, as changes in demand for propane
within the forklift market have the potential to disrupt multiple markets and cost the
industry hundreds of millions of gallons in annual consumption. The program is designed
to continue and capitalize on the momentum of the prior year’s efforts to reach audiences
nationwide through a high-energy outreach effort utilizing insights from market research,
Project Summary: data, and fact-driven messaging campaigns, and a PR effort designed to get our
messages and products in front of the entire material handling market sales channel. To
continue market growth in the material handling markets, this program will seek to
leverage safety content and materials as part of our outreach efforts, as well as utilize
key partnerships with the ITA, MHI, MHEDA, and others to further disseminate our
message. We will also plan to exhibit at several targeted material handling events –
tradeshows, open houses, product launches, etc. — therefore graphics and materials
will need to be developed to support our presence at these shows.
