the objectives, then the course is “working” for 95 per-
cent of the students. If 100 percent is the desired num-
ber, then there is an opportunity for improvement.

2. Is it of value? This question is answered by comparing
the objectives of the instruction with the needs that gave
rise to them (see Figure 21.3). In other words, this ques-
tion is answered by verifying the accuracy of the analysis
that led to the objectives, by comparing the objectives
with the need. It is not answered by looking at the con-
tent of the instruction or at the instructional procedures.
