BRIEF HISTORY OF THE GUIDANCE AND COUNSELING SECTION

ISCAF was established in 1920 as Nayon Settlement Farm School. However, it was only in 1975
when an item for a Guidance Counselor was created. ISCAF was then “Ifugao Agriculture and
Technical College” having produced its first degree graduates.

In the same year, the first Guidance Counselor was appointed in the person of Mrs. Prima W.
Villamayor. The Guidance Office was opened to serve students with only two guidance services –
the Individual Inventory and Counseling Services.

The Guidance Office, through the years, improved to include other services---Orientation service,
Testing service, Placement service, and Follow-up service.

In the year 2000, Mrs. Villamayor was promoted to Registrar II and Mrs. Julie Guay was appointed
to succeed Mrs. Villamayor. Mrs. Guay continued the operations of the office delivering the various
                  services.

It was during her time when ISCAF was undergoing accreditation by the Academic Accreditation
for Chartered Colleges and Universities of the Philippines (AACCUP) and one of the
recommendations made was for the current Guidance Counselor to upgrade her studies since the
requirement then for a Guidance Counselor should at least be a Psychology degree.

Cognizant of the need for a qualified Guidance Counselor, the management decided to transfer
Mrs. Julie Guay to the teaching position and hire a new Guidance Counselor with appropriate
                  qualifications as per accreditation requirements.

Thus, on August 9, 2004, a new Guidance Counselor was appointed in the person of Mrs. Sandra
Irish C. Marquez, a BS-Psychology graduate. A proposal was made for the conduct of an entrance
examination under the Testing Service, to all incoming first years in the tertiary level as a form of
admission and screening to all the courses.

The proposal was approved effective in the school year 2005-2006, however, the implementation
was limited to courses in BS Nursing, BS Criminology and Midwifery. The Peer Counselors
Program was also introduced as another strategic intervention for the implementation of the
different guidance services. On August 2006, the college President, Dr. Serafin L. Ngohayon,
declared August as the Guidance Month to further advertise the office and its operations.
