A STRUCTURED MECHANISM ON ETHICAL CONSIDERATIONS ON THE
CONFIDENTIALITY OF STUDENTS’ RECORDS AT THE GUIDANCE AND
COUNSELING CENTER

“In situations where a division of loyalties may exist, the Guidance Counselor should work out an
agreement regarding confidential matters and have it be clarified to those concerned -PGPA Ethical
Standards
1. Confidentiality is highly observed at the Guidance and Counseling Center. However, the
Guidance Counselor has the responsibility to give guidance information about a counselee to those
people whom he thinks could be of help to the counselee and this should be done with the
approval/consent of the counselee and/or his parents or guardians. In cases where revelations
involve possible harm to the counselee or the community or that the revelations will endanger the
community, the Guidance Counselor must report the facts to appropriate authority.
2. The student -clientele has the right to access his own records at the Guidance and Counseling
Center with the assistance of the Guidance Counselor as necessary and as per request. In cases
where another person request for a certain student record (not his own), he/she is obliged to
present a duly signed and approved authorization letter/letter of consent from the concerned
student stating the purpose of securing such record.
3. All students’ records shall strictly be confidential. Use of personal data inventory, test results and
other data available at the Guidance and Counseling Center for research and instructional purposes
and during accreditation is allowed upon the discretion of the Guidance Counselor and, provided
that duly signed and approved request letter is presented and consent of student is sought.
