SPMS CYCLE
Stage 1: Performance Planning and Commitment. Determination of success indicators, performance measures
and performance targets
a) Determine success indicators, performance measures, and performance targets at the start of the
rating period.
b) Include in the performance measure the following general categories:
Category Definition
Effectiveness/Quality The extent to which actual performance compares with targeted
performance.
The degree to which objectives are achieved and the extent to
which targeted problems are solved. It means getting the right
things done.
Efficiency The extent to which resources are used for the intended task or
purpose.
It measures whether targets are accomplished with a minimum
amount or quantity of waste, expense, or unnecessary effort.
Timeliness It measures whether the deliverable was done on time based on
existing policies, standards and guidelines.
Time-related performance indicators evaluate such things as
project completion deadlines, time management skills and other
time-sensitive expectations.
