3. Understanding Notices of Case Action (NOCA)
A Notice of Case Action (NOCA) is an official letter from the Department of Children and
Families informing you of decisions affecting your Medicaid eligibility. These notices are legally
required and contain important information about your benefits.
FFF Friendly Tip: NOCAs are notoriously confusing, so do not feel stressed if they do not make
sense immediately upon delivery!
Types of Notices
NOCAs may inform you of:
Approval of your Medicaid application,
Changes to your benefits or eligibility status,
Requests for additional information,
Redetermination requirements,
Denial or termination of benefits, and/or
Your patient responsibility amount (for ICP / Nursing Home recipients).
Key Elements of a NOCA
Date of the Notice: This date is important for calculating appeal deadlines.
Effective Date of Action: When the change will take effect.
Reason for Action: Explanation of why the decision was made.
Appeal Rights: Information about how and when to appeal if you disagree.
Your Appeal Rights
If you receive a NOCA with an adverse decision (denial, termination, or reduction of benefits),
you have the right to appeal. Key points:
You generally have 90 days from the date of the notice to request a hearing.
If you appeal within 10 days of the date on the notice (before the action takes effect), your
benefits will continue while the appeal is pending.
You can request an appeal by contacting DCF or the Office of Inspector General.

Contact our office immediately if you receive any notice that you do not understand or that
indicates a change in your benefits.
