New Deputy Director of Regulatory Compliance
Juenesse Holman has been promoted to Deputy Director of the Regulatory Compliance Division. The appointment
is effective today, September 16, 2021. As many of you may be aware, we are losing a valued member of our staff,
Kyle Cain, who will has retired. Juenesse certainly has big shoes to fill, and we certainly appreciate Kyle’s many years
of exceptional service to the State of Georgia and DDS.
Upon joining DDS in August of 2014, Juenesse worked as a Business Analyst in the Business Standards Unit until
2016. She then served as the Program Administration Unit Manager for the Regulatory Compliance Division. In this
role, she managed a team of six analysts that regulate and support the agency’s Ignition Interlock, Driver Improve-
ment, DUI and Risk Reduction, Driver Training, Third Party Tester, Alcohol and Drug Awareness, and For-Hire En-
dorsement programs. Juenesse has served as the Business Standards Unit Manager in the Program Management
Office since February 2019. She obtained a Prosci® Organizational Change Management (OCM) certification in May
of 2019 and currently serves as the OCM lead for the agency’s strategic projects like DRIVES and CPS. Juenesse is
also certified as an Associate Project Manager.
Prior to joining DDS, Juenesse previously served as a Senior Consultant and Systems Analyst supporting the Region
IV Office of Head Start. She also has experience as a Quality Assurance Specialist and Lead Business Analyst on a
Conversion/Systems Implementation team for Alltel Communications. She is a graduate of Albany State University
in Albany, Georgia with a Bachelor of Science Degree in Accounting.
In her spare time, Juenesse enjoys crafting, traveling, volunteering in the community, and spending time at the
baseball field with her two sons, Joshua and Julian.
