Employee Awards and
Recognition
Officer of the Year
In November 2018 EGPD began a partnership with Sacramento County Mental health to create a
Mobile Crisis Support Team (MCST). The team consists of a patrol officer and a mental health
clinician partnered together on a daily basis. The primary duties of the team are to respond to calls
for service where community members are in crisis. Officer Skelton was selected for the
position and was tasked with getting this position up and running as well as training all department
personnel on the team’s role and how to best use the MCST team. The MCST team trained EGPD
personnel, implemented a mental health referral program, partnered with the Communications
Officer Center to effectively dispatch and track mental health calls, and most importantly began to service
Jason Skelton the community, specifically those in crisis. Since the inception of the program, Officer Skelton and
the MCST team have assisted more than 150 citizens in crisis. Officer Skelton’s passion for the
assignment and determination to succeed has led to an unimaginable start to a newly created
program within the Elk Grove Police Department.
Professional Staff Employee of the Year
Sabrina Ramirez has been employed with the Elk Grove Police Department Communications
Center as a dispatcher since 2006. In 2018, Sabrina was promoted to Dispatcher Supervisor.
Sabrina has played a pivotal role in training new dispatchers, increased community awareness about
the dispatch profession and improved dispatch / patrol relations. Her personality is why she was
asked to be part of a team to revamp and present the dispatch portion of the Citizens’ Academy. The
presentation was met with rave reviews and is currently one of the highlights of the academy. The
Citizens’ Academy is just on example of Sabrina’s commitment to having positive interactions with
Dispatch Supervisor the community. Sabrina developed an academy for officers which she believed would assist officers
Sabrina Ramirez with understanding why dispatchers do what they do while also providing officers with tools to help
dispatchers make their jobs easier in the field. The feedback on the officer academy has been
nothing but positive. In addition to the Citizens’ and Officer academies, Sabrina is also the primary
trainer for the new dispatcher orientation academy. Sabrina is a dependable employee who is always
willing to assist both the Communication Center staff and the department when needed. Sabrina’s
work performance embodies our department’s core values and makes her a valuable part of this
organization.
Volunteer of the Year
Volunteer in Police Service (VIPS) Fred Vallot has volunteered with the Elk Grove Police
Department since 2008 and has dedicated over 3,200 hours of service to the Elk Grove
Community. Fred has demonstrated his commitment to making a difference in his community. His
work ethic, dependability, and positive attitude make him an asset to the Volunteer Truck Crew
and to the Elk Grove Police Department. A quiet and hard worker who provides exemplary support
to the department, Fred patrols the parking lots throughout Elk Grove, issuing parking violation
warnings and Disabled Parking Citations, and acting as an extra set of eyes and ears. Treating the
public with dignity and respect, Fred handles every citizen interaction with utmost professionalism
and tact. His exceptional and outstanding service contributes to improving the quality of life in our
community. Fred is a positive role model among his peers and fully embodies the Department’s
VIP mission through his dedication to enhance the quality of live in the City of Elk Grove.
