Medical Award
In September 2019, officers were dispatched to a fire request for assistance
regarding a victim not breathing. K-9 Officer Dan Emerson and Officer Pavindeep
Hayer responded code-3 to the scene and assisted in performing CPR. CPR
continued for approximately twenty minutes when fire detected a pulse and the
victim began to breath on his own. Based upon their commitment to performing
lifesaving measures, the victim was transported to the hospital for continued
K-9 Officer Officer treatment.

Lifesaving Award
In July 2019, officers were dispatched to a residence regarding a suicidal subject.
Upon arriving on scene there was no answer at the front door. Officers could see
the subject inside of the residence, through the window blinds, standing on a
chair with a rope around her neck. Without warning, the subject jumped from the
chair, hanging herself. Officers forced entry into the residence and K9 Officer
Braden Kelly held the subject to release the tension of the rope. Officer Misty
K-9 Officer Officer Johnson ran to the top of the stairs and cut the rope. The subject was
Braden Kelly Misty Johnson transported to the hospital for continued treatment. The subject’s family arrived
on scene and expressed her gratitude for saving the subjects life
Lifesaving Award
In December 2018, officers were dispatched to a report of an unconscious male
who was not breathing. Officer Milton Pham, was the first person on scene and
immediately began life-saving measures by performing CPR on the victim. Officer
Pham continued CPR for several minutes until the victim was transported to a
local hospital. Due to Officer Pham’s quick action the victim survived the incident.

Chiefs Letter of Commendation
Lien Xi is a Sacramento County clinician who came to the Mobile Crises Support
Team in November of 2018. Since becoming a member Lien has responded to, and
assisted with, hundreds of calls involving people in various stages of crisis. Lien
brings a quiet calm to the most complex crisis scenes. She offers a unique clinical
perspective which aides in defusing hostile situations. Lien’s perspective and
advice is frequently sought out by patrol officers. Her guidance has played a role in
changing the overall agency approach to dealing with individuals in crisis and
deescalating volatile situations and scenes. Lien is empathetic, compassionate and
Mental Health Clinician understanding in her approach to all with whom she has contact and is able to
Lien XI make that “human connection.” That connection is what creates hope, and
ultimately saves lives. Lien has, and continues to, save and change lives every day.
Her commitment and dedication to those in need is what sets Lien apart, bringing
credit to herself and the Elk Grove Police Department.
