1A.2 Developer led project
Stage 0
Stage 0 relates solely to sites which are
considered marginal by the RAM. This
may be because of physical sizes, unique
constraints or specific complexities that
need to be tested prior to the instruction
of Stage 1.
TCG wishes to limit their exposure on marginal sites and so a limited scope
and involvement is defined as:
1. The RAM identifying the marginal site and communicating this to the
External Project Manager. Along with site location, the RAM will confirm
TCG’s brief and requirements for the location
2. The External Project Manager will instruct the Architect (and Quantity
Surveyor if Stage 0 cost appraisal is required)
3. The Architect will undertake a Stage 0 feasibility which at high level will
consider the size and layout of the site against TCG’s requirements. The
feasibility exercise considers site access / egress, physical building size and
car park area only
4. The Architects Stage 0 feasibility will be used by the Quantity Surveyor (if
required) to provide a high level cost appraisal
5. The External Project Manager will issue the Architects Stage 0 feasibility
and the Quantity Surveyors high level cost appraisal to the RAM
6. The RAM reviews the Architects Stage 0 feasibility and Quantity
Surveyors cost appraisal to undertake a draft Investment Appraisal [IA] to
determine if the site should be put forward to LP&P
