         potential and graphically depict them as the sum of individual graphical coordinates (i).

         Methodologically, this approach can be illustrated in Figure 3.1.1.

              1. Zone of unsatisfactory innovation potential (i < 0). Reflecting the negative trends in
         the formation of an innovative economy, the region requires the development of a system of
         measures aimed at increasing the resource and performance indicators of innovation potential.

              2.  Crisis zone (0  < i  < =  1). Since  the innovative economy of the region is not
         sufficiently formed at the level of potential, it is necessary to improve the ways of using
                                                             o
         resources and enhance the final results of innovation activities.
              3. Zone of satisfactory condition (i > 1). In this case, the development of innovation
         processes deviates from the crisis limit, and for this it is necessary to develop measures aimed
         at maintaining the positive dynamics of the situation. The results of such zoning serve as the
         basis for determining directions for implementing innovative changes.
              The “True Savings” indicator system presented by the UN Commission on Sustainable
         Development  (the “Real Savings” indicator)  is considered  effective  in assessing the
         sustainable development of regions based on the high-speed globalization of the economy and
         the impact of external threats on the economy. the process of development of the regional
         economy, while the assessment is carried out on the basis of the method of integral indicators
         that are effective within the country.
