The algorithm for the assessment of innovative potential in the cross-section of regions
is implemented in three stages (Table 3.1.3).
At the same time, the implementation of the indicated algorithm requires solving a
number of methodological problems. The first problem is related to the need to choose a set
of indicators that classify the resource and productivity generators of innovative potential.
Solving this problem, scientists emphasize that the set of indicators should consist of
generalizing and specific indicators. The first of them emerges as a basic classifier and
requires the definition of a borderline state, while the second performs an auxiliary function
and mainly serves to explain current trends in the innovative development of the region.

- the system of indicators should comprehensively classify innovation processes and
include its main stages: "science-innovation-production and distribution"; the set of indicators
should be elastic, i.e. should reflect all the changes taking place in the innovation sector of
the region (including resource and performance classifications);
- in order to carry out a comparative assessment of the innovative potential of the
regions, the number of indicators should be limited and connected with the features and
capabilities of regional statistics.
