In turn, the subindex of scientific and technical potential is the country's position on
         technical development: the number of Internet users per 10,000 people, 1 mln. it is determined
         based on the number of patents per population, the share of foreign investments in  the
         innovative activity of the country under study, the expenditures on science, and the level of
         scientific personnel.

         According to the methodology of International Economic forum  experts, the possibility of
         achieving sustainable economic growth in short and long-term development depends equally
         on three variable categories: macroeconomic environment, state institutions and technology.
         In  the long term, the economy cannot grow  without scientific and technical potential. For
         "innovator" countries (USA, Japan, Korea, Canada among them) innovation is 1/2, for other
         countries it is 1/3  133   .
              Evaluation of the innovative potential of the regions of the country. The innovation
         potential assessment algorithm can be presented at the regional level in three consecutive
         steps. Below, we describe our analysis, summarizing 134  the normative methods of economists
         evaluating the innovative potential of the region.
