              CHAPTER  3. FORMATION OF THE INVESTMENT ENVIRONMENT:
           SCIENTIFIC AND METHODOLOGICAL  DIRECTIONS OF ASSESSING  THE
                             COMPETENCE OF THE REGIONS

          3.1. Economic-mathematical methods of assessing the socio-economic and innovative
              potential in determining the attractiveness of the investment environment

              The deepening of the globalization process has a sufficient impact on the development
         of the country's economy, and on increasing the competitiveness of  goods and services
         produced in its regions. It should be recognized that this process has a positive effect on the
         economy as well as a negative effect. The presence of this condition requires a quantitative
         assessment of all interrelated parameters, mitigating factors that have a negative impact, and
         ensuring that they operate at a normal level.
              The analysis of socio-economic changes taking place in our country shows that the role
         of  the process of economic modernization is  important based on the achievements and
         successes. Accordingly, it is becoming important to create an effective system of managing
         the socio-economic development of the regions of the republic, to research the theoretical and
         methodological bases of the assessment of the potential of the regions.
              The first thoughts and logical considerations about them were mentioned in the 1st and
         2nd chapters of the monograph, albeit partially. In this paragraph, they will be discussed in
         detail.
              If  we describe  the development  trend  of the regions,  the fact  that  the natural-
         demographic, administrative-economic differences between the regions remain high, and the
         existence of districts that cannot provide themselves with resources, most of them are unable
         to adapt to market relations, is an object for scientific and practical research. remains.
              Considering that modernization  is a  socio-historical  process  that  ensures  the
         transformation of a traditional society into an advanced, industrially developed society, the
         development of theoretical and methodological recommendations related to the reform of the
         methodology for assessing the socio-economic potential of regions and the improvement of
         the effective management of the development of regions is an important and is one of the
         current issues.
              During the research, we witnessed that several methodological developments aimed at
         solving the above-mentioned issue, in  particular, research aimed at assessing the level of
         sustainable development of the region and the socio-economic status of the region, were put
         into practice  by economists,  foreign research institutes, and  international financial and
         economic organizations. is being implemented and improved (Table 3.1.1).
