1-300   DISCIPLINE FOR NONCOMPLIANCE

                                      In order to enforce our safety policy, we require each employee of
                                      Vulcan Materials Company to comply with all safety rules in this
                                      handbook (and any other safety rules subsequently published) as a
                                      condition of their employment. Therefore, if you do not comply, you
                                      may be subject to disciplinary action up to and including termination
                                      and that termination may be administered on a first offense depending
                                      on the nature and severity of the infraction/violation.

                              1-400   UNIVERSAL SAFETY RULES FOR NEW EMPLOYEES

                                      The purpose of our safety and health program is to ensure the
                                      protection of our employees, contractors and visitors.  The “Universal”
                                      safety rules serve as your introduction to the safety and health
                                      program and offer initial guidance for a safe and successful career
                                      with the Company.  We believe that compliance with these basic
                                      safety and health rules will minimize your potential for injury.
                                      Additional training may be anticipated, e.g., site-specific hazard
                                      training, underground miner training, task training, ready-mix truck
                                      operation and delivery, hazard recognition skills (asphalt, ready-mix,
                                      marine, landfill).
                                      Our policy is to comply with all federal, state, and local safety
                                      regulations.  This includes the Mine Safety and Health Administration
                                      (MSHA), the Occupational Safety and Health Administration (OSHA),
                                      the Department of Transportation (DOT), the Coast Guard and any
                                      other local or state regulatory agency.

                              1-401   If you do not understand a rule, policy, procedure or work practice,
                                      ask your supervisor for more information or further explanation.

                              1-402   As an employee, it is critical to your safety that you completely
                                      understand your responsibility and accountability to comply with
                                      established safe work practices, policies and rules.

                              1-403   If you are a supervisor or manager, it is critical that you completely
                                      understand your responsibility and accountability to both comply and
                                      to enforce safe work practices, policies and safety rules in order to
                                      achieve ZERO injuries, ZERO compliance citations and to tolerate
                                      ZERO unsafe behaviors of your employees.

                              1-404   Drugs, Alcohol and Controlled Substance use, sale, transfer or
                                      unlawful possession is prohibited.

                              1-405   Report every accident / incident immediately to your shift supervisor
                                      no matter what the extent of the injury, amount of damage or potential
                                      liability.  Incidents include work related injuries and illnesses, liability
                                      losses, property losses, “near-misses”, electric arc flash or arc fault
                                      incidents and windshield damage claim.

                              1-406   Preserve a serious accident scene until released by the regulatory
                                      agencies and Vulcan Management.
