        101: Bond Financing Players and Breaking Down Expense Components

        In this session, we will discuss the types of bond sales, the roles in a bond financing and the expenses in-
        volved, including how they are paid.  Additionally, we will explain how to record each of these transactions
        in the district’s general ledger.  There are three main components that determine the total underlying cost of
        selling bonds. This session will provide an in-depth discussion of how interest rates are determined at the
        time of sale. We will also provide a detailed list of expected expenses, including the underwriter’s discount.

        102: Arizona’s School Funding Lawsuits


        From Roosevelt v. Bishop to inflation funding, capital funding and Prop 208 – This session is an over-
        view of “recent” Arizona school funding lawsuits, current status of the legal challenges or resolutions
        to the challenges, and how these lawsuits have shaped current K-12 funding.  Session will also review
        key provisions of the Arizona Constitution and their interactions with school funding.

        103: CNP Program Emergency Operating Costs During COVID-19

        In January, the United States Department of Agriculture (USDA) released implementation guidance for the pur-
        pose of covering emergency operating costs incurred during the public health emergency of Child Nutrition
        Programs (CNP) as a result of COVID-19.  This session will provide information surrounding the memorandum,
        its purpose and function, the applicable timelines, and how the Arizona Department of Education (ADE) is imple-
        menting this guidance.
