certificate; and publication of this prohibition by appropriate
means.
3-The International Institute for the Unification of Private
Law (UNIDROIT) Convention on Stolen or Illegally Exported
Cultural Objects (1995)
The 1970 Convention has laid the foundation for an international
framework for cultural heritage protection, but it lacked adequate
enforcement mechanisms. The private law aspects of the
Convention, requiring States Parties to take appropriate measures
to ensure the recovery and return of cultural property, needed
further clarification by the UNIDROIT Convention of 1995. This
Convention was adopted by the Diplomatic Conference held at
Rome in June 1995 to complement the 1970 Convention. The
