former  colonies  became  aware  of  the  extent  of  losses  of  their



               cultural  property, which  contributed  to the  drafting of  the  1970



               Convention.



               This  Convention  reflected  the  cultural  nationalism  perspective;



               cultural properties belong to their countries of origin. As a result,



               many countries started to claim back property that had been taken



               earlier.  The  Convention  followed  the  adoption  of  the  1964



               Recommendation  on  Means  of  Prohibiting  and  Preventing  the



               Illicit Import, Export and Transfer of Cultural Property, aimed at



               putting  an  end  to  the  illegal  trade  of  cultural  property.  Primary



               responsibility has been given to countries of origin, which should



               protect  their  cultural  property  by  establishing  national  services



               and  maintaining  export  controls.  Regarding  export  controls,  the



               States  Parties  should  undertake  introduction  of  appropriate




               certificate  for  authorization  of  the  export  of  a  certain  cultural
