Convention;  in  other  words,  the  concept  of  a  kind  of  cultural



               heritage  belonging  to  the  whole  world  that  had  become  the



               responsibility of all contracting parties came into existence.



               The  Convention  deals  with  the  protection  of  movable  and



               immovable  cultural heritage of great importance,  irrespective of



               origin  or  ownership.  For  the  purpose  of  the  Convention,  the



               protection of the cultural heritage comprises the safeguarding of,



               and  respect  for,  such  property.  In  time  of  peace,  the  State-  in



               whose  territory  the  cultural  property  is  situated-  will  take  all



               appropriate measures for its safeguarding against the foreseeable



               effects of an armed Conflict.
