asked that the CXC consider other factors outside of those presented to arrive at the best
               solution to the challenges experienced with e-marking.

               15.     Mr Glenroy Cumberbatch, Registrar, informed the SUBSEC that Professor Dunn had
               conducted  a  thorough  analysis  of  teachers  as  well  as  similar  professions  to  determine
               remuneration and a number of formulae utilized to arrive at his recommendations.  The CXC
               has taken the recommendations of Professor Dunn’s model which have been reflected in the
               organization’s 2018 budget.

               16.     Mr Sukrishnalall Pasha, University of Guyana representative pointed out that if there
               were marked differences in the rates paid and those proposed, in particular if the proposed
               rate was on the lower end, there could be an issue in recruiting and retaining markers.  The
               Registrar explained that under the current system payments to markers have fallen on both
               ends of the spectrum in direct relation to the performance of markers.  Mr Pasha suggested
               that the variation in rates should not necessarily be linked only to the competency of markers
               since in some countries the reliability of the Internet presented a challenge.   The Chairman
               informed members of the SUBSEC that the CXC needs to engage a standard methodology and
               make special arrangements in specific technical circumstance in an effort to ensure that
               persons  were  not  discriminated  against.  He added  that  the  CXC  will  do  groundwork  to
               ensure that there is an understanding of the problems specific to jurisdictions and ensure
               that the reporting accommodate the issues and the financial model adjusted to reflect those
               kinds of issues.  The Registrar informed members that the CXC would be visiting Guyana,
               Jamaica, and Trinidad and Tobago to have a first-hand view of how the systems operate
               during marking in an effort to see how the local conditions affect the marking exercise and
               what adjustments needed to be made.

               Theatre Arts

               17.     The SUBSEC heard that a recommendation was made to the Theatre Arts Panel to
               consider  allowing  candidates  to  submit  recorded  performances  which  meet  the  School-
               Based Assessment (SBA) criteria for consideration toward their final grade.

               Changes to the Format of CXC Examinations

               18.     The SUBSEC also heard that the CXC had begun conducting monthly meetings as part
               of  its  strategy  to  engage  Local  Registrars  to  provide  support  with  regard  to  ongoing
               challenges.

               Script Reviews

               19.     Members noted that the CXC’s records did not show any requests for script reviews
               for the January 2017 examinations from candidates in Montserrat.  Ms White pointed out
               that the request made at the last meeting was not specific to Montserrat.  SUBSEC heard that
               information related to other countries was not on hand for presentation at the meeting.
