50.     Dr McLean enquired whether other language syllabuses developed would could be
               easily added and aligned to the framework.  The Pro-Registrar informed the SUBSEC that all
               language syllabuses new or revised would be aligned to the framework.

               51.     Professor Harris expressed his concern about the degree to which teachers would be
               available  to  deliver  the  content  to  allow  students  to  get  the  maximum  benefits  of  the
               framework.  The Pro-Registrar informed the SUBSEC that the CXC would provide support to
               teachers  in  the  form  of  teacher  orientation  workshops,  virtual  associations  and  the
               development of resources for both teachers and students.

               52.     In response to Miss White’s request for a simplified explanation of the framework, the
               Pro-Registrar informed the SUBSEC that the Language Framework would provide a better
               indication  of  the  skills that  needed  to  be  developed  at  each  level.   She  explained  that  it
               provides a continuum where each point has requirements for specific skills depending on
               the purpose for which the individual needs to learn that language.  When the framework is
               defined, pupils can “begin” at any level.

               53.     The SUBSEC noted the international benchmarks, structure of the framework, outline
               of the way forward and approved the plan to develop the CXC Language Framework.


               ITEM 16:       PROPOSAL FOR CXC LEARNING INSTITUTE

               54.     The SUBSEC received a proposal for the establishment of a CXC Learning Institute and
               noted  the  background  which  gave  rise  to  consideration  for  its  establishment.    Members
               heard that a CXC Learning Institute will provide an opportunity for the organization to share
               its innovations in learning and assessment.  The Learning Institute will serve as a training
               arms of the CXC and will offer a number of training programmes will offer enrichment and
               networking as well as a combination of training/development programmes in collaboration
               with key stakeholders.  Members also heard the strategies for implementation and the next
               steps up to 2018.

               55.     The Chairman informed the SUBSEC that the CXC was entering the world of tertiary
               education in an industry which was underserved in terms of multiple forms of capacity.  He
               expressed noted that the CXC would be engaging other tertiary institutions and advised that
               the terms of those partnerships should be clearly defined and understood under appropriate
               Memorandums of Understanding.

               56.     Dr McLean enquired of the nature of the professional certification that would be given
               to teachers. The Pro-Registrar informed the SUBSEC that certification would be provided
               through the partnered tertiary institution.   The SUBSEC heard from the Registrar that in
               2009, the CXC had signed an agreement with the UWI Open Campus to facilitate training of
               teachers.  That agreement did not take effect.  Going forward CXC would attempt to establish
               an  agreement  with  the  School  of  Education  (SOE)  so  that  credits  earned  in  a  joint  CXC
               programme could be used for post graduate studies.  The SUBSEC heard that the CXC would
