                              very considerably contributed to the wealth of Bahrain, especially
                              during the last two years, which point has been acknowledged by
                              the Bahrain Government in their last two Annual Reports, where
                              special mention of this has been made under tho Customs Department
                              Report.
                                   It is with regret that it appears necessary for His Highness
    r                         to take this action against this Company in order to settle a
    ! I                       purely personal affair between himself and the Ruler of Qatar,
                              which has already been submitted, on the last occasion in detail
                              in July of last year.
                                   His Highness informed mo that recently H.M.G. had signed an
                              Agreement comprising 16 Clauses with the Ruler of Qatar, but’as
                              yet. his own problem regarding Zubara had not been solved.

                                   I would be grateful if you would inform mo whether a solution
                              to tho proposed restriction which will considerably hamper this
                              Company's operations could be found.
