In continuation of my Jotter No.C/Q-71 of 20th
March, about Zuharah, I enclose a copy of a translation

of a proclamation which, after obtaining my agreement,
the Shaikh of Bahrain is about to issue. You will
observe - and if questioned by the Qatar people, should
insist - that the proclamation is merely a regulation

applied by the Shaikh of Bahrain to his own subjects
- a measure in Tact which he has every right to take and

to enforce. If however our attempt at a settlement
does not work, Shaikh Salman will probably quote my con­
sent to this proclamation as proof of H.M.G's recognition
of his "rights" in Zuharah. Even if it does work, the
general public will probably, according to their sympathies

far more than it means. This letter is an attempt to

side.
2. I have received a letter from Shaikh Salman telling
