Gault's telegram No. 716: Bahrain Internal Situation,
The situation has again deteriorated, owing partly to the
Ruler having confined his initial onnounoement resulting fron
discussions with the Committee' of Representatives to
establishment of Council for Health and Education Department and
having omitted reference to reform in the Police judiciary
which the Committee allege they had been given understanding
would be inoluded. The Committee proposes to hold another
meeting on October 28 and there is considerable talk of strikes
following it. It is also reported that after the meeting
representatives or delegations will proceed to the Agency or
to the Residency of which the chiefi purpose will be to demand
the removal of Sir Charles Belgravo, who is popularly, though
inoorrocxly, believed to have influenced the Ruler to omit
reference to the Police and law from his announcement.
2. The latest development is that the Committee of
Representatives haye asked to see the Ruler and Sir Charles
Belgravs on undisclosed matters of importance in the next few
