V/e, Sulrnan bin Hamad al Klialifah, Ruler of Bahrain and its
dependencies hereby order the followings

To bring an expert for the enactment of Qivil and Criminal
1.
Law and the organization of the Courts.
2. As a general principle, a committee to be appointed and elected
to assist him as far as our customs, traditions and religion ure
concerned and that will be sometimes after his arrival.
3. To bring a Judge to each Court to sit with the local Judges to
apply the articles of the Law which concern the country after they
have been put in force.
h. To organise the security in accordance with the regulations
followed in the world.

5. As regards the Health and Education Committees;
a) Each Committee is independent within the limit of the
budget fixed by the Government, The money for the Education should
be spent on Education and the money for the Health should be spent on
the Health for the general benefit.
b) Each Committee to be independent in administration with
co-operation with the Government.

c) The life of each Committee is two years.
6, Establishment of a Committee consisting of four persons to study
th* election of the Ma.jlisis of Health and Education only vith the
co-operation of the Public Relations Officer.
7. V/e give *the assurance that the reform in the .jails lias taken place
and is still going on.
